To make sure that the fight against illegal drugs is continued after his term, President Rodrigo Duterte signed Executive Order No. 66 institutionalizing the Philippine Anti-illegal drug strategy.
The EO is also aimed to ensure the successful implementation of the PADS and to demonstrate the government’s resolve in confronting the issue on illegal drugs.
EO 66 dictates all government offices, departments, bureaus, agencies, and offices, including government-owned or controlled corporations and state universities and colleges to implement the programs under PADS.
One of the provisions of EO 66 is the implementation of a Drug-Free Workplace Program wherein all government offices shall conduct authorized drug testing among their respective officials and personnel.
EO 66 does not only want to ensure a drug-free environment in government offices but also in the private sector.
Under EO 66, the Department of Labor and Employment was tasked to ensure the formulation and implementation of the Drug-Free Workplace Program and Authorized Drug Testing in the private sector.
All local government units are encouraged to support and implement PADs by creating their own operational plans.
They are also encouraged to strengthen their Anti-Drug Abuse Councils and work in partnership with the Philippine Drug Enforcement Agency and the Philippine National Police.
Every three years the Dangerous Drug Board will conduct a nationwide survey to determine drug abuse prevalence in the country.
